Historic Ceremony for Handing Over Plots in Islamabad's Sector I-15, CDA Initiates Process to Deliver Possession of Over 8,600 Developed Plots in Sector I-15

ISLAMABAD: November 13, 2025: A landmark ceremony was held on Thursday at the Jinnah Convention Center to hand over possession of plots to rightful owners in Sector I-15 of the Federal Capital. The event was presided over by Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa, while DG NAB Rawalpindi/Islamabad Waqar Ahmed Chouhan attended as the special guest. Senior CDA officials, NAB officers, and a large number of plot owners were also present. Chairman CDA Muhammad Ali Randhawa and DG NAB Waqar Ahmed Chohan congratulated allottees on the long-awaited moment of receiving possession. More than 8,600 developed plots—out of a total of 10,200—in Sector I-15 are now in the process of being handed over, with an estimated value of over Rs. 70 billion. As part of the first phase, over 200 allottees received possession certificates during Thursday’s ceremony. Sector I-15 was launched specifically to facilitate low-income citizens. Chairman CDA stated that the formal possession process has now begun after the completion of development work that had remained stalled for over two decades. He reaffirmed that fulfilling Islamabad’s residential needs remains a top priority, in line with the vision of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi. He emphasized that the close cooperation of NAB played a crucial role in clearing long-standing obstacles in the development of Sector I-15. He thanked NAB for its support and termed the milestone a historic achievement, ensuring the long-delayed rights of allottees. Chairman CDA added that, with NAB’s assistance, CDA is finalizing the process to deliver possession of over 8,600 plots in Sector I-15. He reiterated that while 200 allottees received possession certificates today, the remaining allottees will receive their certificates at their doorstep. He also highlighted CDA’s collaboration with SUPARCO, noting that modern technology is being used to eliminate encroachments and address land-related issues in Islamabad. Speaking at the ceremony, DG NAB Rawalpindi/Islamabad Waqar Ahmed Chouhan congratulated all allottees and praised the coordinated efforts of CDA’s Estate Wing and NAB in resolving this long-pending matter. He confirmed that possession letters have been issued after a rigorous verification process and assured that the process of ensuring citizens receive their lawful rights would continue without interruption. DG NAB announced that NAB, in collaboration with CDA, is introducing a new system to enhance transparency in the housing sector. Under this initiative, allotment letters will carry barcodes to prevent counterfeit documents. He further recommended that housing societies be required to open Escrow accounts, ensuring that all funds deposited by allottees are used exclusively for development work. Plot owners present at the event expressed deep appreciation for CDA’s initiative under the leadership of Chairman Randhawa. They said the step would not only address longstanding residential challenges but also contribute significantly to Islamabad’s development. Many acknowledged that the Chairman’s personal interest and continuous monitoring had turned their long-held aspirations into reality. Chairman CDA Muhammad Ali Randhawa said that citizens’ trust in CDA policies reflects the Authority’s commitment to transparency and service delivery. He shared that development work has been accelerated in other pending sectors, including Sector C-14, where possession will be handed over in the coming months. He reaffirmed that, alongside mega development projects, sector development remains a top priority to meet the growing housing needs of Islamabad’s residents.
