Islamabad, September 8, 2026: The Metropolitan Corporation Islamabad (MCI), in collaboration with the National Information Technology Board (NITB), has brought key public-facing municipal services onto the PAK App, marking a major milestone in the digital transformation of civic and municipal governance in Islamabad. The initiative marks a significant step towards making Islamabad a cashless, contactless and paperless capital, enabling citizens, businesses and other stakeholders to access essential municipal services digitally without the need for repeated visits to government offices. MCI has one of the widest public-facing service footprints in Islamabad, providing a broad range of municipal services to residents and businesses. These include services relating to advertising and open-space permissions, parking permits, generator licences and other municipal approvals and related services. The inclusion of these services on the PAK App provides citizens with a simpler, more convenient and user-friendly digital interface for interacting with municipal authorities. Under the new digital system, citizens can apply online, submit the required information and documents, track the status of their applications and make payments digitally. The system significantly reduces reliance on physical paperwork and unnecessary office visits, making service delivery more accessible, convenient, efficient and citizen-friendly. The transition to digital governance goes beyond simply replacing manual procedures with online processes. It represents a fundamental transformation in the way citizens interact with government. The objective is to establish a transparent, predictable, efficient and citizen-centric service delivery mechanism while reducing unnecessary waiting times, procedural complications, discretion and dependence on intermediaries or middlemen. The digital system will further strengthen transparency, accountability and institutional oversight. Applications, approvals, payments and other transactions will be electronically recorded, creating a clear digital trail and enabling more effective monitoring of service delivery. Built-in grievance redressal mechanisms will also facilitate the registration, tracking and resolution of complaints, applications and service-related issues. Digitisation will help standardise municipal procedures by providing citizens with clearly documented requirements and processes. This will reduce uncertainty, promote consistency and ensure that applicants have access to the same procedures, information and digital channels for availing services. The initiative represents an important step towards establishing Islamabad as a model of smart, modern and technology-enabled urban governance. Technology is being leveraged to make government services simpler, faster and more accessible for citizens. The objective is to replace unnecessary visits, paperwork and procedural complications with transparent, predictable and accessible digital systems. Digital governance is not simply about technology; it is about making public service delivery easier, faster, more transparent and more accountable. The digital transformation of civic and municipal services will significantly improve the experience of citizens and businesses while strengthening institutional efficiency, monitoring and accountability. MCI, in collaboration with NITB, is actively working to translate the vision of modern, transparent and citizen-friendly governance into practical service delivery reforms. The digitisation of municipal services will ensure that citizens have access to documented procedures, digital application and payment mechanisms, application tracking facilities and grievance redressal channels, thereby reducing unnecessary intermediary layers and promoting greater transparency. The digital system will also enable MCI to strengthen internal monitoring, maintain reliable electronic records, improve workflow management and enhance the overall efficiency of municipal operations. The initiative forms part of a broader transformation programme by MCI to modernise Islamabad's civic administration through technology, innovation, transparency, accountability and improved public facilitation. The digital platform will progressively encourage a shift from conventional counter-based interactions towards a modern service delivery model in which citizens can access relevant services from anywhere through their mobile phones, subject to applicable service requirements. The initiative is expected to provide multiple benefits, including reduced paperwork, fewer physical visits, digital payments, improved processing, better record management, greater transparency, enhanced accountability and more effective grievance redressal. The move towards cashless, contactless and paperless municipal governance reflects MCI's commitment to building an Islamabad where technology works for the citizen, public services are easier to access, and government processes are increasingly transparent, efficient, predictable and accountable. It also reinforces the vision of transforming Islamabad into a smart, modern and citizen-centric capital, where digital technology becomes an effective bridge between citizens and government.
