Chairman CDA Muhammad Ali Randhawa Inaugurates Cashless System at One-Window Directorate to Make Islamabad Pakistan’s First Cashless Model City

ISLAMABAD: October 25, 2025: In line with the direction of Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa, a significant milestone has been achieved in transforming the Capital City into a modern cashless model city, as the cashless payment system has been formally implemented at the CDA’s One-Window Directorate. Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa, inaugurated the new system at the One-Window Facilitation Center in the presence of citizens. The event was attended by Member Finance Tahir Naeem, Member Environment Esfandyar Baloch, DG Building Control, Director One Window, Director Estate One, and other relevant officers. Also present were CEO Finnect Shah Nawaz Mahmood, representative of Bank Alfalah Faraz Yar Khan, and representatives of various commercial banks, financial institutions, and consumers. Speaking on the occasion, Chairman CDA Muhammad Ali Randhawa said that this initiative has been launched in line with the vision of Prime Minister of Pakistan Muhammad Shehbaz Sharif and Federal Minister for Interior Mohsin Naqvi, to enhance citizen convenience and modernize public service delivery. He stated that the objective of this initiative is to make Islamabad Pakistan’s first cashless model city. Relevant officers briefed the Chairman on the procedures for cashless and digital transactions. The Chairman was informed about the functional QR code system integrated with various digital platforms, including Easy Paisa and Jazz Cash. During the event, the Chairman personally conducted a digital transaction to assess the effectiveness of the new system. He termed the initiative a landmark step toward efficient and transparent public service delivery, appreciating the efforts of the entire team in implementing the cashless system at the CDA’s One-Window Facilitation Center. He added that this system would not only promote E-Governance but also ensure fast, easy, and transparent digital payment facilities for citizens. Chairman Randhawa highlighted that the initiative would promote a cashless economy in the Capital and facilitate citizens in conducting secure and convenient transactions. He mentioned that direct QR codes have already been introduced under the cashless system in Islamabad’s weekly bazaars, and the system is now being expanded in a phased manner to all markaz, shopping centers, wholesale, and retail markets of the city. He reiterated that comprehensive measures are being taken to make Islamabad an international model city, ensuring that citizens are safeguarded from fraud and deception through a secure and transparent digital transaction system. Chairman CDA Muhammad Ali Randhawa further stated that, following the instructions of the Prime Minister of Pakistan and the Federal Minister for Interior, all public services in Islamabad will soon be provided under one roof through the “Assan Khidmat Markaz.” He said that public service delivery at the Assan Khidmat Markaz will be managed in a professional and corporate manner. He added that the establishment of the Assan Khidmat Markaz is being carried out in collaboration with the Ministry of Information Technology, with the goal that no citizen in Islamabad should need to carry cash, as all transactions will be facilitated through digital means. The Chairman concluded by stating that under the cashless system, citizens will have the freedom to choose their preferred bank or financial institution for digital transactions. In addition, they will have access to E-Challan facilities alongside Easy Paisa and Jazz Cash options.
