ISLAMABAD: October 18, 2025: A meeting was held at the Capital Development Authority (CDA) headquarters on Tuesday, chaired by CDA Chairman and Chief Commissioner Islamabad Muhammad Ali Randhawa, to review the progress made in the digitization of land records and the implementation of e-stamp paper between CDA, ICT Administration and the Punjab Land Records Authority (PLRA). The meeting was attended by Member Admin and Estate Talat Mahmood, Member Environment Esfandyar Baloch, Deputy Commissioner Islamabad Irfan Nawaz Memon and Director ICT Rabia Aurangzeb, along with other relevant officers from CDA and the district administration. Director General Punjab Land Records Authority (PLRA) Captain (Retired) Ikram ul Haq and his team participated via Zoom video link. The meeting was informed that the digitization process for 24 mouzas (revenue estates) within the ICT limits has been completed, while the work on the 11 mouzas is progressing rapidly and will be finalized soon. During the briefing, it was apprised that the scanning of all records of CDA's Estate Wing has been completed, while the scanning of Building Control records is currently underway. Following the scanning process, the formal digitization of records will be completed. Additionally, a mobile application is being developed to facilitate citizens and provide them easy access to their land records. CDA Chairman Muhammad Ali Randhawa directed the formation of a working group to further accelerate and complete all digitization processes. This group will not only speed up the digitization but will also help resolve all obstacles encountered during the process. Regarding the implementation of e-stamp in Islamabad, the meeting was informed that an agreement has been reached between ICT and PLRA. Under this agreement, testing phase of the e-stamp paper system is currently going on and it is being integrated with the One Link system. In light of the vision of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi, it is important to highlight that linking the e-stamp paper system with One Link System will also promote cashless economy in Islamabad. Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa said that these measures will help modernize CDA's land records through digitization, resolve difficulties faced by the public in property transfers, mutations, and sales, while also enhancing transparency and record security. He emphasized that the goal of these initiatives is not only to address public problems and issues but also to further improve the performance and service delivery of the district administration and CDA. He added that all resources are being utilized to ensure the provision of the best possible facilities and services to citizens.
