17th Meeting of the CDA Board

ISLAMABAD: November 21, 2025: The 17th meeting of the Capital Development Authority (CDA) Board was held on Friday at the CDA Headquarters, chaired by Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa. The meeting was attended by Member Administration & Estate Talat Mehmood, Member Planning & Design Dr. Khalid Hafiz, Member Engineering Syed Nafasat Raza, Member Environment Esfandyar Baloch, along with other senior officers. Several agenda items were taken up, and important decisions were made. The Planning Wing presented the matter of temporary stalls and kiosks in Islamabad in light of the directives of the High Court. The CDA Board directed the Planning Wing to formulate and submit a clear and comprehensive policy on the issue. During the meeting, proposals for amendments to the Islamabad Land Disposal Regulations (ILDR) 2005 were also discussed, in accordance with the directions of the Public Accounts Committee’s (PAC) sub-committee. It was decided that a committee comprising all Director Generals of various wings will be constituted to identify and remove procedural delays and obstacles. The aim is to expedite pending matters and eliminate unnecessary bottlenecks. To further enhance Islamabad’s greenery and preserve its natural beauty, the CDA Board approved sending the proposal for the Islamabad Parks and Horticulture Agency Regulations to the Federal Cabinet. The Board also decided to revise, for the first time since 2005, the prices of plants sold at the “Gardenia Hub.” In addition, a special discount will be offered for plants purchased by institutions and under Corporate Social Responsibility (CSR) initiatives. Regarding the issuance of the No Objection Certificate (NOC) for the Federal Employees Cooperative Housing Society, Jinnah Garden (Phase-II), the Board decided to form a technical committee to review the matter. Chairman CDA Muhammad Ali Randhawa further directed that allotment letters for all housing schemes must be printed through the Printing Press of Pakistan strictly in accordance with the approved layout plan. He instructed that allotment letters must correspond to the exact number of plots included in the layout plan. He emphasized that barcodes and watermarks should be incorporated to ensure authenticity and prevent the sale or purchase of extra plots or files beyond the approved plan. Chairman CDA Muhammad Ali Randhawa reiterated that the CDA is committed to providing improved services to citizens and ensuring sustainable development in the Federal Capital. He stressed maintaining transparency and accountability in the implementation of all decisions. He added that the development and beautification of Islamabad, along with the provision of quality civic facilities, remain among the top priorities of the CDA.
