38th Senior Management Course Delegation (SMC) Visits CDA Headquarters; Briefed on Urban Development Initiatives

SLAMABAD: October 14, 2025: Faculty members and trainee officers of the 38th Senior Management Course (SMC) from the National Institute of Public Administration (NIPA), Peshawar, visited the CDA Headquarters on Tuesday. Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa, along with CDA Board Members and officers from CDA and ICT Administration, warmly welcomed the delegation. Chairman CDA Muhammad Ali Randhawa highlighted that the Authority is working diligently to address urban challenges and transform Islamabad into a beautiful, model city. He emphasized that several new initiatives are being implemented in strict accordance with legal frameworks and policies, ensuring the effective utilization of all available resources to resolve the city’s issues. He stated that to permanently address the problems of illegal constructions and encroachments, modern technology is being deployed, including the use of satellite imagery obtained from SUPARCO. He further added that the CDA is pursuing various development projects through joint ventures and public–private partnerships to enhance revenue, alongside the auction of commercial plots. Chairman CDA noted that the CDA, MCI, and ICT Administration are working in close coordination as one unit. After a long interval, new sectors are being launched to meet Islamabad’s growing residential needs. He also shared that efforts are underway to make the city greener by protecting green belts and expanding the green cover. Modern LED lights and digital streamers have been installed on Islamabad’s main avenues to further enhance their aesthetic appeal. He reiterated that improved service delivery and better facilities for citizens remain a top priority. In this regard, an ‘Open Door Policy’ is being implemented to address public complaints and issues effectively. Member Planning and Design, Dr. Khalid Hafiz, briefed the SMC participants on CDA’s administrative structure, functions, and operations. He explained that Islamabad was developed according to a Master Plan, divided into five distinct zones, and elaborated on the implementation of zoning regulations and urban planning in the capital. During the session, he informed participants that “Islamabad Water” has been established to address the city’s water supply and sewage challenges. Various projects are being initiated for better management of existing resources and future water needs. Details regarding Islamabad’s transport infrastructure were also shared. The city-wide transport network includes four Metro Bus routes and 160 feeder routes with electric buses. Information on the transit network and bus stations has been integrated with Google Maps, while QR codes and digital payment facilities have been introduced for fare collection. The SMC participants were further briefed on the performance of different organizations working under the ICT Administration. Updates were provided on key projects, including land record digitization and the Islamabad Model Jail. The visit concluded with the exchange of commemorative shields between the NIPA faculty and the Chairman CDA. A group photo was taken, and good wishes were extended to the participants for their promotion from Grade 19 to Grade 20, with hopes that they will continue to play a significant role in Pakistan’s development and progress.
