CDA Briefs PAS Trainee Officers on Master Plan, Solid Waste Management and Infrastructure Projects

ISLAMABAD: December 9, 2025: The Probationary officers and faculty of the 48th Specialized Training Program (STP) of the Pakistan Administrative Service (PAS) undertook a study visit to the Capital Development Authority (CDA) on Tuesday. Member Administration Talat Mehmood, Member Environment Esfandyar Baloch, Member Finance Tahir Naeem along with other senior officers, welcomed the faculty and probationary officers at the CDA Headquarters. Probationary officers were briefed on the administrative structure of CDA, functions and operations of its various wings. The officers were given detailed briefing about the implementation of the Islamabad Master Plan and Zoning Regulations of the Federal Capital, Islamabad, regarding their role in urban planning. They were briefed on the beautification of the Federal Capital, development projects, sector development and various other initiatives. The officers were also informed about the challenges facing Islamabad and the measures being taken to address them. CDA Member Administration Talat Mehmood said that work is also underway regarding establishing a modern solid waste management system and a scientific landfill site in the Federal Capital, Islamabad. He said the tendering process for an integrated solid waste management project, designed on modern lines is ongoing. Member Administration said the modern solid waste management project also includes establishing primary and secondary collection and transfer stations. He further stated that under this project a scientific landfill site will also be established for Islamabad. Discussions were also held regarding the importance of the Master Plan in preserving the natural beauty of the Federal Capital, Islamabad. Similarly, information was also provided about the measures being taken to ensure the protection of water resources. Member Administration Talat Mehmood said that work is ongoing on Sewage Treatment Plants (STPs) to clean water reservoirs and for better management of water resources in the Federal Capital, Islamabad, and several measures are being taken to conserve water and increase the groundwater level in the Federal capyital. Member Administration said that the effectibe measures are being taken to resolve land-related issues and eliminate encroachments. He further added that while expediting development work in new sectors, they are also resolving the issues of old sectors. At the conclusion of the briefing, a commemorative shield was presented to the probationary officers and faculty of the 48th Specialized Training Program (STP) of the Pakistan Administrative Service (PAS) from the CDA, and a group photograph was also taken.
